Natara G. Feller, Attorney: Natara is a seasoned energy and public utility law practitioner who focuses her practice on Federal Energy Regulatory Commission (FERC) and state utility commission matters. Natara advises companies involved in the energy sector on energy regulatory compliance requirements and enforcement matters, and has performed extensive due diligence reviews for transactions involving FERC jurisdictional assets.
Natara has also worked closely with wind & solar developers on interconnecting to the Bulk Power System and has advised on various RTO/ISO rules, Tariff requirements and governance processes. Natara’s clients include power marketers, natural gas companies, public utilities, energy service companies, financial institutions, renewable power developers and qualifying facilities.
Prior to practicing law in the private sector, Natara served as an Attorney-Advisor with the FERC Office of Administrative Law Judges. Natara is admitted to practice in New York, New Jersey and the District of Columbia.
Natara’s experience includes advising on matters related to:
•Regulatory compliance obligations under the FPA, PURPA, PUHCA, NGA, NGPA, EPAct 2005 and state statutes
•the North American Electric Reliability Council (NERC) Rules of Procedure and Reliability Standards
•Participation in organized markets and ISO/RTO governance
•Mergers, sales and acquisitions of FERC-jurisdictional assets
•Project development and generation interconnection
•Preparation of all manner of responsive agency pleadings, including rehearing applications, briefs, comments, testimony, protests and motions, natural gas tariff filings, QF and EWG self-certifications and market-based rate applications
In addition to her legal practice, Natara is an active member of the Energy Bar Association, Women’s Council on Energy & the Environment, and serves as the Secretary of the Energy Committee of the New York City Bar Association. Natara frequently hosts professional seminars on practicing before the FERC and is a recognized speaker on energy regulatory issues.
Natara graduated cum laude from Pace University School of Law in 2005 and earned a certificate in Environmental Law. Natara earned her B.A. in Environmental Studies and History in 1997 from Binghamton University.
