Douglas Ross, Attorney:  Doug is the head of CLP's Biogas Practice Group, and in this role he counsels project developers, property owners, farmers, organic waste producers, and investors on all matters related to anaerobic digestion and biogas project development, including corporate and transactional affairs (formation, governance, capital raising), development contracts (design-build, supply, offtake), regulatory requirements, and policy analysis.

Beyond biogas, Doug’s practice also focuses on emerging water quality trading markets and includes representation of property developers and owners, engineers, and conservation-based entrepreneurs.  Even more broadly, Doug’s experience includes providing a full suite of project development related services to clients of various types across the renewable energy and resource conservation sectors.

Before to joining CLP, Doug established and practiced at his own firm dedicated to renewable energy and resource conservation, and prior to that he practiced with a large international law firm in Washington, DC, where he represented electric utilities and project developers, natural gas companies, and financial institutions in proceedings before the Federal Energy Regulatory Commission (FERC), advised on compliance with applicable FERC rules and regulations, and assisted on transactions involving traditional and renewable energy assets.

Doug received his J.D. from Georgetown University Law Center and a B.A. from Duke University.  He is licensed to practice in the District of Columbia and is a member of the American Bar Association, the Energy Bar Association, and the American Biogas Council.
